ThisCertificate IV in Celebrancy Code CHC42608 Marriage Celebrant Training Course is the mandatory qualification for appointment as a marriage celebrant.
The qualification Certificate IV in Celebrancy is recognised by the Federal Attorney-General’s Department, and is a pre-requisite to applying to become an authorised marriage celebrant.
Other criteria include that you be deemed a “fit and proper person”, and that you are not in a business where there could be seen to be a conflict of interest with your celebrancy services.
Satisfactory completion of this Certificate IV in Celebrancy Code CHC42608 Marriage Celebrant Training Course not only satisfies one of the criteria required for authorisation as a marriage celebrant, it gives a comprehensive basis on which to build a successful celebrancy enterprise.
This Certificate IV in Celebrancy Code CHC42608 Marriage Celebrant Training Course will cover the following subjects
Students must complete the following 5 compulsory units: • CHCADMIN305D Work within the administration protocols of the organization • CHCCEL401A Work effectively in a celebrancy role • CHCCEL406A Identify and address client needs in a celebrancy role • CHCCOM403A Use targeted communication skills to build relationships • CHCCS400A Work within a relevant legal and ethical framework • A student wishing to seek registration as a marriage celebrant must complete the following 4 compulsory units of competency, plus the 5 core units in Celebrancy, plus 4 elective units. • CHCCEL402A Establish and maintain knowledge of legal responsibilities of a marriage celebrant • CHCCEL403A Develop an effective relationship with a marrying couple • CHCCEL404A Plan a marriage ceremony in line with legal requirements • CHCCEL405A Conduct and review a marriage ceremony in line with legal requirements

The staff of the Marriage Celebrant’s Section of the Federal Attorney- General ’s Department make the decision as to whether a person passes the “fit and proper person” test.
Once an aspiring celebrant completes an approved Certificate IV in Celebrancy Code CHC42608 Marriage Celebrant Training Course or assessment, there will be an additional requirement to demonstrate to the Registrar of Marriage Celebrants that the “fit and proper person” criteria set out in the Marriage Amendment Act 2003 have been met.
The requirements of the “fit and proper person” test are as follows.
• whether you have a sufficient knowledge of the law relating to the solemnization of marriages by marriage celebrants; • whether you are committed to advising couples of the availability of relationship support services; • whether you have been convicted of an offence punishable by imprisonment for one year or longer, against the law of the Commonwealth; • whether you have an actual or potential conflict of interest between your practice, or proposed practice, as a marriage celebrant and your business interests or interests such as employment or hobbies; • whether your registration as a marriage celebrant would be likely to result in your gaining a benefit in respect of another business you own, control or carry out; • whether you will fulfill your obligations as a marriage celebrant; and any other matter the Registrar considers relevant to whether you are a fit and proper person to be a marriage celebrant.
